This is one of two Halloween illustrations being listed by the American artist W. W. Denslow (William Wallace Denslow). The artist (1856-1915) was known for his book illustrations and cartoons. The one shown in this listing says "Each bearing a Jack-lantern, on the end of a bean pole." It shows six children, five with pumpkins. It is signed in the plate by the artist at the upper left and is under an indented matting.
It is in a walnut and black wood frame, with gold near the glass. It has glass, a dust cover, and a wire for hanging.
